Where hiring gets stuck

Hiring in construction is hard. Here is where it sticks.

  1. 01

    Quantity surveyors are scarce

SOLAS listed quantity surveyors, civil engineers and construction project managers as shortage occupations in its National Skills Bulletin 2025. We approach people directly, including those on projects due to finish, and tell you where the market sits on salary, car allowance and travel before you make an offer.

  2. 02

    Vacancies stay open

Indeed Hiring Lab reported in January 2026 that 54% of civil engineering job postings in Ireland stayed open for 60 days or more. We agree a search plan and an interview timetable at the start, and move candidates through quickly because they are usually talking to other employers.

  3. 03

Projects compete for the same people

Pharma, data centre and infrastructure work all draw on one pool of site managers, engineers and commercial staff. We are honest with candidates about project length, location and what comes next, since your pipeline often matters to them as much as the rate.

  4. 04

    Hiring from abroad

Some of the people you need are Irish professionals working overseas or international candidates who need a permit. We talk to them about housing, salary and timing before you interview, and check permit eligibility first so that any offer can be acted on.

These roles are being advertised by employers in Ireland. FH Recruitment has not been instructed on them. If one suits you, tell us which. With your agreement we approach the employer on your behalf, and nothing is sent anywhere without your say so.

Questions

Construction hiring, answered.

Practical answers to the questions employers and candidates ask most.

Why is it so hard to hire quantity surveyors and site managers in Ireland?

Demand is running ahead of supply. SOLAS lists quantity surveyors, civil engineers and construction project managers as shortage occupations in its National Skills Bulletin 2025, published in October 2025. In January 2026 AECOM forecast construction output growth of about 4% for the year and warned that a lack of skills could put delivery at risk. Most experienced people are already on a project, so adverts reach few of them. A direct approach, a clear package and a quick decision are what move them.

Can we hire civil engineers or quantity surveyors from overseas?

Yes, subject to the permit rules. From 1 March 2026 the Critical Skills Employment Permit minimum salary is €40,904 for a candidate with a relevant degree, according to the Department of Enterprise, and the occupation must be one the Department treats as eligible. Thresholds and lists change, so check the current position before relying on it. Irish and EEA nationals returning from abroad typically need no permit, so we search both groups together and tell you which route is quicker for each candidate.

Should we hire site staff on contract or as permanent employees?

It depends on your pipeline. Where work runs beyond the current project, permanent staff give you continuity and people who know how you build. Where a job has a fixed end, a contract can suit both sides. Employment status has tax and legal consequences, so take professional advice on the right structure. We can recruit on either basis, tell you what candidates in each group are asking for and point out where a permanent offer would win someone who is contracting only for want of one.

I am an Irish engineer or quantity surveyor working abroad. Is now a good time to move home?

The work is there. SOLAS lists civil engineers, construction project managers and quantity surveyors as shortage occupations in its National Skills Bulletin 2025. The harder part is housing: 73% of organisations told CIPD Ireland, in a report published in May 2026, that the housing crisis had made recruitment harder. Before you book flights, we can give you an honest view of salaries, locations and commutes for your experience and arrange interviews by video. We never charge candidates a fee.
